Introduction to the Greater Shanghai Region.

The region of Greater Shanghai comprising of the Centrally Administered City of Shanghai and the Provinces of Jiangsu and Zhejiang should be viewed as a Single Economic Region. The combined population of the Greater Shanghai Region at 130 million makes it as large a potential market as Japan in the future. The present average Per Capita Income of this Region is around USD 600 per head and is rising very fast. Wealth and production in the Region is concentrated in major cities notably Shanghai, Nanjing, Suzhou, Wuxi, Hangzhou and Ningbo (please see accompanying map).

The East China region contributes approximately 30% of China's GDP. It has been experiencing astonishing growth rates in recent years. Between 1985 and 1995 the GDP of Jiangsu Province grew at an average annual rate of 16.1%. However, growth rate slowed down to around 10% during 1998 and 2001.The comparable average annual GDP growth rate per annum for the Zhejiang Province between 1991 and 1995 was 18.8%, which also cooled down to 10% in 1998-2001. The city of Shanghai had also experienced similar high rates of GDP growth during the 1990s. Post 1995, its explosive growth rate gradually slowed down to 13% in 1996, 12% in 1998 and 10% in 2001, but still remained very high by international standards. The per capita income of Shanghai is $4500, which is almost five times higher than the average per capita income of China. The high growth rates and large population of the region add up to an extremely attractive market for Indian companies seeking to do trade with the East China region.

India's trade with the East China region

The total GDP of Shanghai, Jiangsu and Zhejiang is US$230 billion, which is almost half the GDP of India. The total export of these three provinces is US$70.51 billion, almost twice the exports of India. In 2000, the total amount of the foreign investment utilized in this region was US$11.4 billion. This underscores of the degree to which the region is dependent on exports and foreign investment.

It is estimated that about 32% of the trade between India and China is conducted through Shanghai port and other ports in the neighbouring provinces Jiangsu and Zhejiang. The statistics of India's trade with Shanghai are summarized in the table given below:

India's total trade with East China has registered an impressive 70% increase in 2000 reaching US$777 million, and another impressive 28% increase in 2001 reaching almost US $ 1 billion. In 2002, India's total trade with East China stood at US$ 1.582 billion, an increase of 60% over 2001. Our exports surged by 78% while imports increased by 49%. During 2002 our total exports to East China reached US$ 669 million while imports touched US$ 913 million.

The main exports from India to East China are Iron ore, Chrome ore, Chemicals, Pharmaceuticals and textiles. Important new commodities in India's exports to Shanghai include Marine products, Granite/Marble blocks, Diamonds and Plastics raw materials. Potential areas for exports from India that are worth exploring include mangoes, mango pulp and juices, dairy products (some quarantine restrictions apply that would have to be removed through discussions with the Quarantine Authorities in Beijing), gems and jewelry, rice, cashew, auto parts, TV tubes, computer software and financial and accounting services etc.

Trends in trade with Jiangsu

Jiangsu is India's biggest trade partner in the region with total annual trade crossing US$ 500 million in 2002. India's exports to the province touched US$ 137 million in 2002 and imports from Jiangsu reached US$ 371 million. Jiangsu's main exports to India were chemicals, dyes, bulk drugs, textiles, silk and machinery and main imports from India were animal feed, dye intermediaries, plastic raw material, other chemicals and textiles.

Trends in trade with Shanghai

India's exports to Shanghai had increased by 350% in 2000 compared with 1999, while import rose by a moderate 53%; thus tilting a balance of trade considerably in our favour. The export of Organic Chemicals surged by 250% reaching US$31 million and that of Minerals rose by 170% touching US$51 million. Textile exports to Shanghai also increased almost twofold to hit US$14 million. Together, these three items accounted for 63% of our exports to Shanghai. But a number of other commodities also emerged as 'new thrust areas'. These included: (a) Plastics: Exports shot up to US$6.3 million in 2000 from a negligible amount in 1999; (b) Marine products: Staged a comeback after a lackluster performance in 1999 reaching US$10.2 million; (c) Dye/Pigments & Other Specialty Chemicals: Registered a 200% increase to hit US$7 million and (d) Copper products: Exports surged to US$6 million from 'nil' in 1999.

Our imports from Shanghai continued to be dominated by Electrical Machinery and Equipment (US$14 million). However, the year 2000 witnessed a significant increase in our import of Mineral Fuel & Oil from Shanghai (US$13 million). Other important items included Boiler & Machinery (US$10 million), Organic Chemicals (US$9 million) and textiles (US$3 million).

In 2001, our exports maintained the buyoant trend as it increased by 21% to reach US $ 184 million, while imports from Shanghai grew by 30%, reaching US $ 106 million.

Trends in trade with Zhejiang

India's exports to Zhejiang rose by 200% in 2000 to US$69.5 million while imports from Zhejiang rose by 60% to US$160.6 million. Caprolactum (a plastic raw material used in producing nylon fabric) ranked at the top in the basket of India's exports to Zhejiang, with an export tag of US$14 million. Caprolactum was followed by Chrome Ore (US$8.8 million), Marine Products (US$8 million), Cotton Yarn (US$12 million). Other Plastic raw materials (US$5 million).

Our imports from Zhejiang are dominated by Textiles, namely Cotton Yarn & Fabrics (US$22.4 million) and Raw Silk (US$12 million). Other imports include Pharmaceuticals (US$7 million) and Dyestuff (US$6 million).

In 2001, our exports to Zhejiang increased modestly to reach Us $ 73 million while imports surged by 41%, reaching US $ 226 million.

Potential New Areas for Exports.

There appears to be good potential for exporting mangoes, mango pulp and juices, gems and jewellery, rice, cashew, auto parts, TV Tubes, computer software, and financial and accounting services. These products offer good potential both for direct trade and for establishing joint ventures, either in India or in Shanghai and its neighbouring provinces.

India can benefit from further imports of steel, textile machinery and technology, electronic goods, toys, coconut drink technology and scrap ships. Once again, this can take the form of either direct trade or establishment of joint ventures in India.

Indian Commercial Presence in East China

Dr. Reddy's Laboratory and China's Kunshan Double Crane Pharmaceutical Co. have a joint venture to produce drugs in Jiangsu province. NIIT and APTECH have software-training centers in Shanghai. NIIT is opening new branches in East China following the franchise model. Satyam Computers Ltd. has become the first Indian software Solution Company to set up Representative Office in Pudong Software Technology Park in Shanghai. Tata Consultancy Services (TCS) is also expected to open its Representative Office in the first/second quarter of 2002. Many Indian companies have already set up representative offices in Shanghai, e.g. Vam Organic, Bry Air, Tata South East Asia Exports, State Bank of India etc. The Indian companies that have opened representative offices in 2000-2002 include Kanoria Petrochemicals Ltd, Raymond, United Phosphorous Ltd, Vaishali Pharmaceuticals, Pan Products Impex Pvt Ltd, Sundaram Fasteners Ltd and Chennai based TI Cycles Ltd. Aurobindo Pharmaceutical Ltd which already has a joint venture in Datong (North-Central China), has floated a new joint venture company to produce pharmaceutical intermediate chemicals in Shanghai and expects to commission the factory by March 2002. Videocon has opened a design center in Shanghai in 2001 for its consumer electronics division. Ahmedabad based Asiatic Chemicals Pvt Ltd is also expected to launch their representative office shortly. Tata Locomotive Company (TELCO) is planning to enter the Chinese market by exporting Completely Knocked Down (CKD) vehicles that can be assembled at a local venture partners. Reliance Industries Ltd has also set up a representative office in Shanghai to focus on their exports of polymers to China. Tata Information Technology Shanghai Ltd., a 100% subsidiary of Tata Sons was launched with corporate headquarter at Shanghai, and software development centers at Shanghai and Hangzhou, in June, 2002.

Although established as joint ventures in Southern or Northern China, Orind Refractories, Ranbaxy and Essel Packaging have branch offices in Shanghai. Essel Packaging has recently commissioned a manufacturing facility in Pudong.

There are nine Indian restaurants in Shanghai. 03-5-27 "The Shanghai Continental Hotel," an Indian owned hotel has recently started operation. M/s Thakral Electronics, a NRI owned company has two joint ventures in the field of consumer electronics in Shanghai. Steel Industrials Ltd, Kerala (a Government of Kerala enterprise) has concluded MoU with the International Network on Small hydropower (IN-SHP) of Hangzhou for co-operation in the field of mini hydel plants. A number of mini hydel plants have already been shipped to Kerala through Shanghai port.

East China's Commercial Presence in India

Bao Steel of Shanghai, the most modern Chinese integrated steel plant, has set up a joint venture in India with Simplex for consultancy in the field of steel. The Wuxi Machine Tool Plant has a JV with Shriram Bearings, New Delhi. Feiyue group (Zhejiang) and Changshou-Xizhu Plastic Factory (Kayun Machine Tools, Delhi) also have established JVs in India. Jiangsu Foreign Economic Relations & Trade Corporation has a liaison office in New Delhi.

A number of Chinese companies are bidding for the infrastructure projects in India such as telecommunication, power, roads and ports. Shanghai Bell, a Sino-US joint venture has submitted several bids for the CDMA telecommunication architecture in India.

Participation in Trade Fairs

Indian companies have now started participating regularly at the various international exhibitions and trade fairs held in Shanghai. The Indian entities that participated in various trade fairs in 2001 included: Spices Board (April, 2001 at the Food Ingredients Asia Fair), TATA, TVS and Sundaram Fasteners (Auto Shanghai in June, 2001), CHEMEXCIL, Alembic, Alcom, Asian Herbex (CPHI in July, 2001), ESC (CeBit Asia in August, 2001), APEDA (Food and Hotel China in August, 2001, TEXPROCIL (Textile China in October 2001) and several Indian educational institutions (Education China in October 2001). In 2002 Spices Board participated in Food Ingredients Asia Trade Fair (April 2002) and the CII collaborated with Indian Stone Manufacturers in participating in Stone Tech Shanghai. India Trade Promotion Organisation (ITPO) coordinated participation by a number of Indian companies in Bicycle China Fair (April 2002). More than ten Indian pharmaceutical companies participated in Cphi-China, 2002, at Shanghai in June 2002. A number of Indian companies including Reliance participated in Chinaplas (an exhibition for the plastic industry) in June, 2002.

For the first time an India-specific trade fair, The Indian Technology and Product Show, was held at Nanjing from November 30 - December 4, 2001. Around thirty-five Indian companies took part in the fair.

In 1994, Shanghai had sent a 56-member delegation to participate in the India International Trade Fair. The Jiangsu Provincial China Council for Promotion of International Trade had participated in the India International Trade Fair in 1998. MOFTEC collaborated with CII to hold a China Commodity Fair in New Delhi in December 1997. MOFTEC again collaborated with CII to hold China Engineering & Commodities Fair in New Delhi in December 2000. Such exchanges are likely to intensify in the coming years.

India-China Trade

Bilateral trade, as per Chinese statistics, for the period January to December 2002 reached US $ 4.94 billion, an increase of 37.5% over the same period of 2001.While Chinese exports to India increased by 40.8%, Indian exports to China increased by 33.7%. The trade balance is in China's favor to the extent of US $ 397.548 million. Bilateral trade in the month of December 2002 grew at the rate of 90% compared to December, 2001.

In 1992-93 and 1996 India enjoyed a trade surplus with China. In 1997 China had a marginal balance of trade surplus with India amounting to US$35.8 million which increased to $336 million in 1999. However, in the year 2000 India's exports to China grew at a much faster rate than our imports and India's trade deficit with China came down significantly to US$208 million. In 2001 the trade deficit was further reduced to US $196 million, which increased to US $ 397.5 million in 2002.

In 2002, the export of Mineral Products from India to China increased by 14%, compared to 2001. Exports of Cotton (-20%), marine and seafood ( -54%) and mineral fuels ( -32%) recorded negative growth in 2002 compared with the previous years.

Exports of Plastics ( 57%), Iron & Steel ( 31%), Organic Chemicals (67%), and Minerals ( 14%) registered significant increase. Other star performers that showed high growth rates included Electrical Machinery (158%), Inorganic chemicals ( 168%) and Paper & paperboard (305%). Another encouraging feature was the 56% increase in the exports of machinery and mechanical appliances from India.

Imports of chemicals and allied products increased by 43% in 2002 compared to 2001. Imports of silk increased by 21% while those of Machinery & Mechanical appliances increased by 27%. Imports of electrical machinery (125%), man-made filaments ( 363%), edible vegetable ( 221%) and Optical & Medical instruments ( 69%) increased significantly in 2002.
